Officially: No. Many offices still require you to appear in person.

Realistic: Without an appointment, it can take an extremely long time, especially before the vacation season.

Can I still drive without an international driver's license?

Yes - but only in certain countries. Some accept the German or Austrian driving license. Others require a translation.
